California’s Renewables Portfolio Standard (RPS) requires renewable energy resources serve a certain percentage of electricity sales by all electricity utilities in the state, including publicly owned utilities (POUs), investor-owned utilities, electricity service providers, and community choice aggregators. The California Energy Commission enforces RPS requirements for POUs and refers any violations to CARB for penalty assessment.
